Parallax Advanced Research and the Ohio Aerospace Institute Announce Tim McCartney Promoted to Executive Vice President of Cleveland Operations and Advanced Air-Space Systems

CLEVELAND – Dec. 2, 2024 – Parallax Advanced Research and the Ohio Aerospace Institute (OAI) announced today that Tim McCartney has been promoted to the role of executive vice president of Cleveland Operations and Advanced Air-Space Systems, effective immediately.

McCartney brings a distinguished career in aerospace research and leadership to his new position. Since joining Parallax/OAI, McCartney has led initiatives in autonomy and operations, focusing on AI, command and control (C2) systems, and advanced air mobility. He has contributed to multiple projects with the Department of Defense and cultivated key relationships within classified programs.  

Prior to Parallax, McCartney served in various capacities supporting aeronautics research at the National Aeronautics and Space Administration’s Glenn Research Center (GRC) and internationally. His portfolio includes managing a broad range of aeronautics research initiatives and fostering collaboration with other NASA centers and government agencies to advance critical aerospace developments. During his NASA tenure, McCartney was also recognized with numerous accolades, including the prestigious NASA Outstanding Leadership Medal and the Glenn Research Center 2001 Distinguished Publication Award.

McCartney’s leadership will play an important role in shaping the future of Parallax and OAI’s strategic initiatives, further solidifying the enterprise’s commitment to innovation and excellence in the aerospace sector.

Tim McCartney Executive Bio  

Tim McCartney, an EVP at Parallax and OAI, is responsible for the advancement of Parallax and OAI’s Cleveland operations and Advanced Air-space Systems Division. Prior to this role, he was the director of Aeronautics at NASA GRC in Cleveland, Ohio. In this capacity, he provided executive leadership for all program and project management for aeronautics research and development in support of the agency’s Aeronautics Research Mission Directorate.    

Throughout his career, McCartney worked in numerous capacities supporting aeronautics research at GRC and abroad. Previously, as chief of the Advanced Aircraft Project Office, he supervised a team of project managers and researchers and was the focal point for all classified aeronautics research at GRC.  In this capacity, he provided project management, leadership, and oversight in support of the NASA and Department of Defense missions. McCartney managed a broad portfolio of aeronautics research projects, working closely with other NASA centers and government agencies.      

McCartney also spent a year serving as the senior liaison to the Air Force Research Laboratory (AFRL) at Wright-Patterson Air Force Base. In this capacity, he was responsible for strengthening the GRC-AFRL strategic alliance/partnership through collaborative opportunities. Upon his return from his AFRL detail, he assumed the duties of the retiring director of Ventures and Partnerships who transitioned to a new organization.    

McCartney is the recipient of numerous awards including the NASA Outstanding Leadership Medal and the Glenn Research Center 2001 Distinguished Publication Award. He earned a Bachelor of Science in Computer Engineering, Master of Science in Electrical Engineering, and Master of Business Administration from Cleveland State University.
